Eliminating Patient Confusion: New Regulations for Freestanding Emergency Rooms

By Kristyn Eldridge

Saving time is the the black art ingredient of freestanding medical facilities. Several decades ~ne, demand for after-hours doctor visits gave mount to urgent care clinics, just similar to the soaring demand for hospital extremity service is now stimulating the pullulation of freestanding ERs to cut wait times. However, the "emergency" status of freestanding curative facilities outside of hospitals has remained clouded. Various states have struggled with classifying and regulating freestanding pressing necessity rooms.

Last year, the Texas Legislature established modern requirements for freestanding emergency rooms. Under the novel regulations, freestanding emergency rooms must at that time provide the following:

Laboratory testing indispensable thing for emergency situations

Radiology services of the like kind as X-ray, CT scans and ultrasound

Staffing ~ means of physicians and nurses trained in pass medicine

Provide for patient transfers between the freestanding ERs and other of medicine facilities

Starting September 1, 2012, Texas desire require all freestanding emergency rooms to exist open 24 hours a day, 7 days a week. After this age, only licensed emergency centers may exercise emergency terminology to advertise themselves.

Receptivity of New Regulations

Physicians from top to toe the state welcomed the passage of the renovated regulations (Title 25 Chap 13), especially those operating freestanding unforeseen occasion rooms. "We supported the law," says Rick Covert, Chief Executive Officer of Dallas-based First Choice Emergency Room. "It's grave that the public know they have power to come to us for an emergency just as they would go to a hospital."

Covert says the of recent origin regulations are a welcome affirmation of the wont his ERs have always operated. "Our exigency physicians are board-certified and advance from hospital emergency room backgrounds. They discern how an ER should run," he says adding, "Our deputation has always been to provide principal rate emergency care without wait seasons."

Free Standing ERs – Governed by State Law

The variation between urgent care and emergency care is unclear in the common's mind. Some states have tried to purify this differentiation. Illinois now forbids the application of the word "urgent" by at all medical facility that is not each emergency center. And Delaware prohibits the season "urgent care" except for use ~ the agency of emergency centers.

Texas has not gone this remote; confining itself simply to the standards freestanding sudden rooms must meet. Most freestanding ERs in the U.S receive been created by hospitals, but Texas has been a superior in those created by physicians themselves. The American Hospital Association identified 191 hospital-owned and 31 doctor-owned freestanding ERs existing in 2008, in 17 states.

Freestanding necessity rooms have been largely unregulated by reason of years, but they have long pressed by reason of regulation as a means to remembrance. Many, like First Choice ERs 12 locations in the Dallas, Houston and Austin areas, tardy ago obtained accreditation by the Joint Commission, some independent medical certification body.

In 2004, Medicare and Medicaid recognized freestanding ERs with respect to the first time, and in new years Blue Cross Blue Shield led the nation and other insurers by issuing requirements in Texas that would acknowledge for payment.
